The Newfoundland and Labrador Provincial Nominee Program (NLPNP) offers a range of immigration pathways for skilled workers, recent graduates, and entrepreneurs who wish to live, work, or establish a business in Newfoundland and Labrador. The program is managed by the province in partnership with Immigration, Refugees and Citizenship Canada (IRCC).

Available Immigration Streams
1. Express Entry Skilled Worker Stream
This stream is aligned with the federal Express Entry system and is designed for skilled individuals who already have a job offer in Newfoundland and Labrador.
Eligibility Requirements:
Active Express Entry profile
Full-time job offer (NOC 0, A, or B) from a local employer
Post-secondary diploma or degree
Eligible for a work permit
Valid language test scores (CLB 7 minimum)
Minimum 67 points on the NLPNP points grid
Sufficient settlement funds
Employer must meet program eligibility

2. Skilled Worker Category
For skilled foreign workers with a valid job offer from a Newfoundland and Labrador employer. This includes individuals already working in the province on a valid work permit.
Eligibility Requirements:
Full-time, permanent job offer for at least 2 years
Qualifications and relevant work experience
Valid work permit (minimum 4 months remaining)
Proof of settlement funds
Minimum language proficiency (CLB 4 or higher)
Application Fee: CAD $250
Processing Time: 25 business days
3. International Graduate Category
This stream supports recent international graduates who hold a Post-Graduation Work Permit (PGWP) and a job offer in the province.
Eligibility Requirements:
Completion of at least 50% of studies in Canada
Graduation from a 2+ year full-time program
Valid PGWP
Full-time job offer from an eligible employer
Relevant skills, education, and/or certification for the position
Proof of settlement funds
Minimum language requirements
No application fee
Processing Time: 25 business days
4. International Entrepreneur Category
This stream is for experienced business owners or managers who wish to start, co-manage, or purchase a business in Newfoundland and Labrador.
Eligibility Requirements:
Age: 21–59
Language proficiency: CLB 5 or higher (English/French)
Net worth: Minimum CAD $600,000
Minimum investment: CAD $200,000 and 33.3% ownership
At least 2 years of business ownership/management experience in the last 5 years
Must create at least one full-time job
Valid business plan
Must complete an exploratory visit to the province
Application Fee: CAD $1,000

5. International Graduate Entrepreneur Category
Aimed at recent international graduates of Newfoundland and Labrador institutions who want to start or manage a business in the province.
Eligibility Requirements:
Minimum age: 21
Graduation within the last 2 years from Memorial University or College of the North Atlantic
Full-time program of at least 2 years
Valid PGWP
At least 1 year of experience owning and managing a business (1/3 ownership required)
Language proficiency: CLB 7 or higher
Must create at least one full-time job
Must submit a business continuity plan
Application Fee: CAD $250

Atlantic Immigration Program (AIP)
In addition to the NLPNP, Newfoundland and Labrador also participates in the Atlantic Immigration Program, a federal initiative that enables designated employers in Atlantic Canada to hire foreign nationals for roles they can’t fill locally.
