Major Changes for Master’s and PhD Students in Canada Starting in 2026

Cap Removal and Two-Week Study Permit Processing

 Summary of the Announcement

Starting January 1, 2026, graduate students (Master’s and PhD) applying to study at public institutions in Canada will be exempt from the national study permit cap.

In addition, Immigration, Refugees and Citizenship Canada (IRCC) has already introduced fast-track two-week processing for doctoral students and their accompanying family members.

 Why This Matters

Until now, international students were required to obtain a Provincial or Territorial Attestation Letter (PAL/TAL) before applying for a study permit — a process that was often time-consuming and required a deposit to the institution.

From 2026 onward:

No more need for PAL/TAL.

No need to pay a deposit before submitting your application.

No quota limits — the study permit cap will no longer apply to graduate-level students.

The entire process becomes faster and more affordable.

This change eliminates one of the biggest administrative and financial barriers for international graduate students applying to study in Canada.

 Two-Week Processing for PhD Students

Effective immediately, doctoral students and their eligible family members can have their study permit applications processed in as little as two weeks.

Eligibility Criteria

 Enrolled in a doctoral program at a Designated Learning Institution (DLI)
 Apply from outside of Canada
 Submit the application online

Eligible Family Members

Spouse or common-law partner

Dependent children

Dependent child of a dependent child

Family members applying together with the principal PhD applicant will also benefit from the same expedited processing timeline.

 Required Documents for Study Permit Applications

Although PAL/TAL requirements will be removed, other standard study permit documents remain mandatory.

Letter of Acceptance (LOA) from the institution

Valid passport and identification documents

Proof of financial support for yourself and accompanying family members

Recommended

Letter of Explanation (LOE) explaining your study purpose and future plans

May Be Required Depending on Your Case

Medical exam (if staying over six months or working in health-related fields)

Police certificate

Country-specific or visa office–specific documents as required

No. It will apply only to applications submitted on or after January 1, 2026.

4. Is the two-week processing time available for Master’s students?
No. The expedited processing currently applies only to PhD students and their families.

5. Do family members need to apply separately?
