Employer-Driven Program
This program is designed for employers in the Northwest Territories who are unable to fill job vacancies with Canadian citizens or permanent residents. It allows them to hire and nominate foreign nationals for permanent residence.
The Employer-Driven Program consists of three streams:
1. Express Entry System for Skilled Workers
This stream is aligned with the federal Express Entry system. It allows the Northwest Territories to nominate candidates from the federal pool who meet the requirements of the Skilled Worker Stream.

Must meet criteria of the Skilled Worker Stream
Must be accepted into the IRCC Express Entry pool
Must receive a valid, full-time, permanent job offer from an NWT employer
Higher CRS score through 600 bonus points if nominated
2. Skilled Worker Stream
This stream is for foreign nationals who have received a job offer in a skilled occupation (TEER 0, 1, 2, or 3) from an NWT employer and have already been employed in the same position for at least 6 months.
Job Offer Required:
Work Experience in NWT (same job): Minimum 6 months
Eligibility Highlights:
Relevant education, training, and certification
Language proficiency (CLB level based on NOC classification)
Intention to reside permanently in the Northwest Territories
Sufficient settlement funds
3. Entry Level/Semi-Skilled Occupations Stream
This stream helps NWT employers hire for entry-level or semi-skilled roles when no suitable Canadian candidates are available.
Job Offer Required:
Work Experience in NWT (same job): Minimum 6 months
Eligibility Highlights:
Job must be in TEER level 4 or 5 (formerly NOC C or D)
CLB 4 or higher in English or French
High school education preferred
Employer must demonstrate recruitment efforts and business legitimacy
Business Immigration Program – Business Stream
This stream is designed for entrepreneurs and investors who wish to start, purchase, or invest in a business that contributes to the economic growth of the Northwest Territories.
Job Offer Required:
Minimum Net Worth & Investment: Varies by business plan and location
Eligibility Highlights:
Demonstrated ability to own and operate a successful business
A detailed business plan that aligns with NWT’s economic priorities
Intention to reside and manage business in the Northwest Territories
Must actively participate in day-to-day management
Business must create local jobs and provide economic benefit
Candidates begin with a temporary work permit to establish the business before becoming eligible for provincial nomination.
